How is it relevant to a planned economy?
is not relevant to economic planning, agent based models are too limited for that.
Not really since centrally planned economies exactly avoid most of the game theory problems (prisoners dilemma etc) by centralizing everything into one giant organisation which sets policy and rules. There is no race to the bottom if there is no competition. Good to keep in the back of your head though as there are some situations where it might pop up, but not primarily.
In a socialist society it would lose relevance for the economy but probably it would gain relevance for diplomacy/international trade/warfare.
